Short biography:

1971 - finished secondary and entered Physical faculty of Moscow State University named after M.V. Lomonosov;
February 1977 – worked in All-Union Electro-technical Institute named after V.I. Lenin as scientific worker, where he defended his dissertation and got Master’s degree of Physics-mathematical Sciences;
1988-1990 – working in Chief Board on Science and Technology of Moscow City Executive Committee elaborated organizational-legal base and created the system of out-of-budget territorial inter-sectional production-technical administrations in 24 districts of Moscow that worked on market principles;
1989 – graduated from the faculty of Law of All-Union Juridical By-correspondence-Institute in Moscow;
1990 – organized and headed “Technobank”;
1991 – took part in creation of the Association of Russian Banks (ABR) and was elected Vice President of ARB;
in 1994 – First Vice President; since 2002 – President of ARB;
1992 - graduated from economical faculty of the Academy of National Economy at the Government of RF;
1992 – defended his dissertation for the Master’s of Law degree;
1992 – together with several tens of banks created and headed Inter-bank Financial House (IFH) – the largest professional association of banks in Russia for complex realization of bank operations on financial market;
1994 – organized the Center of Scientific Researches of Inter-bank Financial House (IFH);
1994 – among 6 banks-constituents took part in creation of the Institute of Authorized banks of Moscow Government and worked out organizational-legal base for it.
Since 1998 – Chief of the Council of Authorized Banks of Moscow Government;
1995 – defended his dissertation for Doctor’s of Law degree on bank legislation of Russia;
1995 – worked out the first in Russia program for Universities’ course “Bank Law”, now this course is studied as independent discipline;
1996 – organized and headed the first in Russia Professorship “Bank Law and Financial-legal Disciplines” in the Academy of National Economy at the Government of Russian Federation;
1997 – became Adviser of Major of Moscow on credit-financial issues;
1997 – created and headed sector “Bank Law” in the Institute of State and Law of the Russian Academy of Sciences;
1998-2002 – created by him and on his initiative the team of authors prepared and issued the first in the country teaching book “Bank Law of Russian Federation. General and Special Part” in 4 volumes;
1999 – worked as Adviser on credit-financial issues of the Chairman of RF Government;
1999 – Vice Chairman of Expert Council at the State Duma’s Committee on Credit Organizations and Financial Markets;
2001 – on the initiative of Academician Topornin B.N. reorganized the sector of bank law in the Institute of State and Law of Russian Academy of Sciences into the Center of Financial and Bank Law and headed it;
2001 – elected as the President of the Association of Banks of Central Russia;
2002 – at the 13-th extraordinary Congress of the Association of Russian Banks was elected as the President of ARB;
2004 – at the 15-th Congress of the Association of Russian Banks was elected as the President.

Tosunyan G.A. is the member of:
• scientific Council of the Institute of State and Law of the Russian Academy of Sciences;
• two Doctor Councils (in Moscow State Academy of Law and in the Institute of State and Law of the Russian Academy of Sciences);
• editorial board of magazine “State and Law”;
• editorial board of magazine “Bank Law”; • editorial Council of the National Bank magazine.
