This position continues and expands the work performed as outside consultant in the position below but with the inside position of the publicly traded company’s chief financial services regulatory officer for international (non-U.S., non North America) matters and the company’s main lobbyist before European Union institutions. New duties assumed also cover corporate governance matters for non-U.S. Western Union entities and regulatory strategy for the acquisition and organization of regulated international entities.

Under a retainer arrangement in place from March of 1999 through May 2005, consulting projects in the General Counsel’s office at Western Union International have included planning for new product development, international acquisitions, the establishment of financial institutions in the EU, advice concerning certain e commerce and payments regulation in the EU, advice regarding certain international sanction programs, lobbying at the European Commission, the European Parliament, the European Central Bank and compliance initiatives involving cross border transactions.

As an associate from 1981 to 1990, and as a partner until retiring in February of 1999, my practice involved representing banks, financial services firms and international corporations in a broad range of matters, including: development of new financial products; numerous international acquisitions and strategic alliances; government relations initiatives in Washington and Europe concerning financial service regulatory issues, e commerce, data protection and international trade; international negotiations and arbitration with the Islamic Republic of Iran; extensive work with financial regulators in the U.S. and abroad, including the preparation of applications for licenses to enter new markets, for permission to offer new products and exercise new powers; work on a variety of capital markets transactions, including project finance deals; and administering the firm’s Brussels office as partner in charge from 1996 to 1998.
